Description Summary:

This position is located in austere environments at Forward Operating Base Warrior, Kirkuk Iraq.

As a Maintenance Manager/Maintenance Test Pilot (MTP), reports directly to the Iraqi Flight School (IFS) Director of Maintenance to support the rotary wing aircraft maintenance program and ensure operational readiness of ten OH-58A/C, five Bell 206 and/or 6 - 10 Bell 407 aircraft located in Kirkuk, Iraq. This position requires application of traditional Army Aviation aircraft maintenance management knowledge and skills that are analogous to those taught at the U.S. Armys Aviation Logistics School (USAALS), Aviation Maintenance Officers Course (AMOC). Maintenance Test Pilot duties are in support OH-58A/C, Bell 206 and/or Bell 407 aircraft and are in accordance with U.S. Army standards (AMOC/Phase II). Graduation from the OH-58A/C MTP course and recent experience in an active role as an OH-58 or Bell 206 MTP is required. Candidates will be required to provide supporting documentation of qualifications and requisite hour levels as outlined below and will be required to pass a written/oral/practical (check ride) as an OH-58A/C, Bell 206 and/or Bell 407 Pilot In Command and Maintenance Test Pilot. All candidates must be current and qualified in the aircraft.

Duties and Responsibilities:
As an Aircraft Maintenance Manager, responsibilities are focused on management, leadership and decision making abilities, utilizing knowledge, experience and resourcefulness to remove all obstacles in the path of executing the IFS flying hour program and ensuring the success of the IFS Program. Management duties encompass the full and broad spectrum of support interfaces, including but not limited to repair parts support, maintenance resources and facilities, phase maintenance operations, managing personnel, production and quality control decisions, resolving flight schedule issues, interpreting airworthiness requirements and coordinating and communicating with host nation and military personnel for various levels of repair support. These duties and responsibilities are required in both U.S. Army and FAA regulatory environments.

In the MTP role, the candidate will perform general and limited test flights to the appropriate standards, on OH-58A/C, Bell 206 and/or Bell 407 aircraft. These include but are not limited to pre-flight readiness inspections, the ability to successfully start, run-up, fly, navigate and safely land aircraft in all the local environmental conditions, and correctly complete all required maintenance forms, records and aircraft log books. Flight tests typically associated with this position include but are not limited to determining availability of required aircraft power and assessment of power plant, accessories and items of equipment to verify they are functioning in accordance with predetermined requirements. Other typical duties include performing Maintenance Operational Checks (MOC) and limited test flights of aircraft to ensure airworthiness upon completion of extensive disassembly for maintenance, repair, replacement or modification of components or aircraft systems. The MTP also performs general or limited test flights including test flights of aircraft when ground diagnostic tests cannot determine the safe and/or proper functioning of aircraft components or systems. The MTP releases aircraft for operational flight as applicable, and may also perform acceptance test flights of new aircraft when required.
Requirements Qualifications:
1. Must hold a valid and current FAA Commercial Pilot certificate with rotorcraft and instrument ratings in the aircraft class for which a position is offered.
2. Must hold a valid FAA instrument rating in the designated aircraft class for which position is offered.
3. Must have recorded (and proof presented) a minimum of 1,000 hours of pilot in command in the specific aircraft class for which a position is offered with 300 hours experience in helicopters of which at least 100 hours must have been in the OH-58A/C or Bell 206.
4. Must have satisfactorily completed the U.S. Armys OH-58A/C Maintenance Test Pilot Course.
5. Must have satisfactorily completed the Aviation Maintenance Officer Course, or acceptable equivalent.
6. Must hold a valid and current FAA Class II Medical Certificate as prescribed by the Government.
7. Must undergo initially and annually thereafter, flight physical(s) prior to piloting any U.S. Army aircraft.
8. Must satisfactorily complete appropriate evaluations and check rides administered by Westar and US Government personnel.

Education and Experience:
1. Former senior US Army warrant officers strongly preferred.
2. USAALS AMOC Phase I/II Course graduation, or equivalent required.
3. This position requires a current Secret clearance.

Computing Skills:
1. Proficiency and experience in the following Army logistics software systems is highly desired.
a. Unit Level Logistics System – Aviation (ULLS-A)
b. Standard Army Retail Supply System (SARRS)
2. Proficiency and experience in the following Microsoft applications is required.
a. MS Word
b. MS Excel
c. MS PowerPoint
3. Proficiency and experience in Microsoft Project is desired.
